The award categories have been thoughtfully crafted to provide holistic recognition by encompassing both technical and qualitative awards.
A significant portion of the awards is dedicated to recognising technical excellence, powered by the Whole-of-Government Application Analytics (WOGAA) platform, which tracks and recommends enhancements for government websites. However, the Digital Services Awards also recognise qualitative excellence that acknowledge factors beyond technical proficiency, such as user experience and subjective visual distinctions. This balanced approach ensures that the awards acknowledge and celebrate the comprehensive achievements of digital services.

This award recognises the Government Informational Website and Industry Informational Website that has the best usability in terms of ease of use, usefulness and satisfaction based on a round of judges’ evaluations and assessment by citizens.

This award recognises the Government Informational Website and Industry Informational Website that garners the highest number of live attendee votes during the award ceremony.
Outstanding Citizen Contributor
This award recognises citizens who have contributed extensively to the improvement of Government Digital Services through government agencies, the CrowdTaskSG platform and Tech Kaki Community.
Best Search Engine Optimisation (SEO)*
This award recognises the government agencies with the highest SEO score scanned on the day after the qualification period. It is derived from the agency’s average mobile and desktop Informational Websites' SEO score on WOGAA Inspect.
This award recognises the government agencies with the highest Accessibility score scanned on the day after the qualification period. It is derived from the agency’s average mobile and desktop Informational Websites' Accessibility score on WOGAA Inspect.
Best Customer Satisfaction for Transactional Services (TS CSAT)*
This award recognises government agencies who have the highest Customer Satisfaction score based on the WOGAA Sentiments ratings collected.
This award recognises the government agencies that achieved the best combination WOGAA Inspect score of Page Load Time, SEO and Accessibility across all their Informational Websites.
Each component is weighed equally and scanned on the day after the qualification period. Under each component, each government agency is ranked against all other agencies in the same size classification and is given a ranking score. The addition of the ranking scores makes up the total score, where the lower the score, the better.
This award recognises the government agency with the highest overall improvement in Functionality components from the start to the end of the qualification period. The score is calculated as the average percentage improvement for each of the 3 components.
To ensure government agencies are better represented and grouped by their digital maturity and resources owned, three agency classifications have been developed: Category A (1-5 Informational Websites), Category B (6-10 Informational Websites) , Category C (<10 Informational Websites), based on the number of Informational Websites owned. The top agency of each category will receive the award.
